I believe they want passport photos to make sure they are treating the same couple throughout - there have been cases where the couple have split up after referral and the woman has tried to carry on treatment with a new partner. The funding is approved for you and your oh specifically and it's the only way they can check it's still your original other oh if there any doubts! x
