Its the accent. If you listened to my family say the two words (Canadians) they sound totally different. The a in draw is said with 'ahhh' sound. Drawer is more 'or' sounding.
However in an English accent they sound similar. Both 'or' sounds. Therefore understand why people get confused but they are still totally different spelling! Lol.

I guess so, i have lived in PA and its totally different language although PA accent isnt that bad.
Scottish accent was a big shock to me
