Well from my experience my waters broke a day before i was induced and when i was in labour they said they had to break my waters again as only im guessing the bigger one broke so yes i believe there is too which is why it can either gush out or just trickle.
Anyone who knows different please correct me

Only my hind waters broke with my 1st child and I wasn't much more than a trickle. Everytime I stood up a small trickle would run down my leg. I left mine a couple of days cos I wasn't sure what it was and eventully went into get checked out and it was my waters so I was lucky I didn't get an infection. My waters went propally about 8cm and there was a big difference. With my 3rd child my waters broke and I could definatly tell. Although they didn't gush it was a LOT more. i would put on a maternity pad and it would be soaked through In minutes.
The 'fore-waters' are the large volume of fluids in front of the baby's head or a leak of the 'hind-waters' which is the smaller amount of fluid behind the baby's head which people usually experience when they feel a slight trickle/leaking etc - hind-waters are not usually an indication of an immediate onset of contractions as there still won't be enough pressure on the cervix to cause labour.
Oh and just to say the hind-waters (fluid behind baby's head) is what is measured if you have a nucal fold scan done at 12 weeks to give an indication of things like down's syndrome or the similar but genetically worse edwards syndrome etc.
