For all the prophets and the law have prophesied until John. And if you are willing to receive it, he is Elijah who was to come. (Matt. 11:13-14)
In the above passage, Jesus clearly identifies John the Baptist as the reincarnation of Elijah the prophet. Later in Matthew's gospel Jesus reiterates it.
And the disciples asked him, saying, "Why then do the scribes say that Elijah must come first?"
But he answered them and said, "Elijah indeed is to come and will restore all things. But I say to you that Elijah has come already, and they did not know him, but did to him whatever they wished. So also shall the Son of Man suffer at their hand."
Then the disciples understood that he had spoken of John the Baptist." (Matt. 17:10-13)
You can't possibly believe that the bible has just stated a reincarnation
No wonder you think it contradicts itself!
First of all, Elijah actually appeared with Moses AFTER John the Baptists death so he couldn't have changed his idenity.
So what does the passage mean then?
What jesus was saying was that what John did for Jesus was was Elijah was going to do for the Lord. Hes says that Johns role was the same as Elijahs.
Jesus says, if you are willing to accept it, he is Elijah. meaning that Johns indentification as Elijah wasnt predicted but instead it was the peoples reponses to his role. So really, for those who believed in Jesus, John funcationed as Elijah because they believed Jesus as Lord. For the religious leaders who didn't accept Jesus as Lord.. John the baptist didn't perform this role.

John the Baptist Denies Being the Christ
19Now this was John's testimony when the Jews of Jerusalem sent priests and Levites to ask him who he was. 20He did not fail to confess, but confessed freely, "I am not the Christ.[g]"
21They asked him, "Then who are you? Are you Elijah?"
He said, "I am not."
"Are you the Prophet?"
He answered, "No."
