Cows milk as a drink is meant to be over a year. You can introduce it slowly, one drink a day or two, if you are trying to cut down on bf, as you don't wanna become engorged by stopping all at once.
I made the switch when LO was about 18-19 months as my milk dried up through pregnancy but even at that age, suddenly going from breast milk to 12oz-ish a day of cows milk seriously upset her tummy and she had some awful nappies and wind. She had cows milk in cereal and a few oz here and there before the switch so was ok with it, but the big amount at once definitely didn't agree with her. Your LO will probably be fine but something to bear in mind if you get any bad nappies once you switch
I think I was a week or so short of 12 months. It wasn't so much a switch it was just a different drink for him to have in the day, maybe if he was at nursery (always had formula at nursery) or we were out somewhere.
I introduced cows milk at about 6 months. She had it made up with porridge and weetabix. Then about 11.5 months she started having it as a drink to replace the 3pm breastfeed when I returned to work.
She didn't drink much though. She'd drink more water at that stage. Then when she quit breastfeeding altogether at 13 months or so, I replaced the morning and night with a cup of milk.
She loves milk now.
