I KNOW what it is now!! I asked a friend whose into wildlife and stuff.
It is a type of wasp and its called a Mud Dauber. It rarely stings, eats spiders and its from a family called Sphecidae which means thread- waisted, hence that long stick bit before the dangly bit!
