Car seat help!

I'm confuzzled! I know the advice with infant seats is that if their head goes over the top then they're too big for them, but is it the same for the next stage? Katies head has just started poking over the top of hers, but she's still so skinny she looks too small to move up a stage! I don't even know what the next stGe is! Help!!
 
Just weighed her, she's 33.6lb, which has surprised me! I *think* that's big enough! But they all say from 4 years!

AJ's only dinky at 27lb so still fits easily in his Maxi-cosi. I'm going to wait as long as possible and get a high back booster without harness from asda, they do the graco one in the baby event for £25. x
 
theres lots of seats 9 months - 12 yrs! cant go wrong there lol xx
 
My nephew has the thing that's like a booster seat with a black on it, he's really skinny, he still fits in the 5 point harness carseat but he looks a lot comfier in the other one because he is so tall x
 
good to get high back on a booster, so that it comes off later on and my daughter is under 134cm at age 9 so worth having a nice comfy booster for all that wear in it
