What should I do about my noisy neighbours?

Hello ladies,

So the flat next door to me has a track record of party animals. The last tenants would be drinking every night, keeping me up till about 4am, I have to admit I sometimes blame them for my miscarge, with all the stress they put me through.

Now we have new people, they don't have parties as often but today it's been particularly stressful for me, I got woken up at half 2 it's gone 5am and they are still at it. We are trying again and its becoming increasingly hard not to lose it. We have tried asking them to keep it down but they don't speek any English. They aren't the only loud people though, the people in the flat below like to have very loud sex in the early ours of the morning, it's soo annoying!

I'm usually a pretty calm person but the lack of sleep is really effecting me. I'm moody all the time now.

Advice please?
 
Keep a diary of when it happens over a 2 week period and contact environmental health at your local council (they will ask for a diary I think) they'll write to the tenants. If it continues they'll probably want you to have some equipment in you home to monitor so they can build evidence xx
 
I had issues with a tenant in an apartment above me a few years ago. He blamed music ridiculously loud. I rang the local council 1 night after reaching my breaking point.
Someone came out, used a machine to measure the noise. This had to be done in the most quiet room in the house & it still read WAY above normal. They immediately went upstairs but he wouldn't answer the door so they posted a warning through his door saying if it wasn't turned down within the hour they would issue a fine.
He kept doing it & the council guys said all they could do was keep issuing letters & measuring noise levels, so I wrote a letter to my estate agent & 2 weeks later he got an eviction notice. I felt bad but his music would only go off at 6am, which is when I had to go to work. I work with kids so being sleep deprived was really unfair on them and me.
This is all after I had posted a friendly letter through his door asking him to please keep it down after 12:30am. I couldn't have been fairer.
I'm in NI so I don't know if the rules are different.
