How fast do they need to grow on a baby? I feel like I'm forever cutting them.

If I don't, this happens...

Nails are becoming the bane of my life too... I manage to keep scratch mitts on most nights, so that's not too bad, but in the day she still manages to scratch too close to her eyes for my liking.
