Have you tried pretending to sleep next to them - like co-sleeping but you pretending to sleep? That's been working for me... put them on bed, lie next to them give them a little huggle and wait for them to sleep and then move them to cot/moses basket?
Otherwise, no idea cos that's the only thing that seems to work for me that isn't pushing the pram.
I have to fight with Brody every day as he gets himself overtired and worked up but WILL NOT fall asleep until I hold him tight and rock him! He straightens up and gets so angry!

Like leckershell, I will 'pretend' to sleep with him on the bed but that usually means a breastfeed too, which I'm trying to cut out so OH can get him to nap too
Isaac has NEVER gone to sleep un-aided in some way by myself or OH, he won't just sit or lay down and go to sleep, UNLESS it is in his car seat, but we have to rock that if its indoors, he'll sleep in it if in car and moving too, have you got a car seat?
