Heat rash - only sleeps swaddled, hot house - solution?

Hi guys our 8wk old girl has small red pimple like spots on her face, neck, chest and shoulders and it is slowly working its way down her belly, she is fine when kept just in nappy and whichever side is kept open to the airflow calms down in its redness but doesnt go altogether, she only sleeps swaddled in cotton and last night did this without any babygrow on which helped but it still remains, she has a strong startle reflex so cant sleep for long periods unswaddled plus she would agitate the face spots if arms were free...we can leave body free to the air so thats fine but just wondering how to cure it? we dont want to introduce creams as they will trap moisture and could make it worse but the rooms she is in day and nighttime is from 20-24 degrees and we have air conditioner in the warmer room (lounge) as well as fans in both, her temp ranges from 36.3-37.5 depending on location on her body (hottest near the neck and ears)...any ideas?
 
Can you dress her in a vest only and swaddle her in a muslin? x
 
I'd agree with the above , my doctor told me not to let little ones sleep naked or just in a nappy as they chill quickly. But obviously over heating is dangerous.

I'd put a fab on, not directly at her but just so some cool air gets blown around the room.

Our bedroom is 21 each night and my 3 month okd sleeps in a vest, sleepsuit and a blanket. He cries blue murder if he doesn't have all three, I have to sneak blanket down once his asleep x x
 
thanks for your suggestions guys, the rash is only upper body so have a pair of trousers with booties on her and swaddling the arms only atm so her chest is open to the air, need to get some 0.5tog sleeeping bags as have 1 and 1.5 so have taken them away so she's not too hot...will have a blanket at the ready for during the night though...have air conditioner sending the air near her but not on her....
