Anyone speak good French?

I thought I was pretty good at French (I won the prize at school ha ha) but the slogan on Connie's summer dress has got me beat...

"tipious pious"

It was sent over by the people who stayed with us during the French twinning last year. Any ideas? Looks like some sort of flea or something on the design but I know that's 'puce'...

It's not standard French, it's slang for little bird. ti = petit pious = the noise (pee-ooo). I could be really wrong, but I think ti pious pious would refer to a canary. On the website Tadpole found it's the name of the boat.
