Yes he can get parental rights. There is a form that he has to fill in. Have a look online or ask CAB. There may be a complication as the mother isn't there and I don't know if she has to sign it but as he has the DNA test I'm sure there are ways round it (if it even is an issue).

He can get child tax credit and child benefit. He will need the child's birth certificate for this and I don't know how you go about getting one but it must be possible.
 
Thanks for the advice ladies :hug: He is off to see his solicitor for advice on what to do as they might be more helpful then CAB
