There is no reason why they wouldn't do one. My last MW appt was at 40+1. The only reason i didn't get a sweep is coz my appointment was at the surgery and i've been measuring small throughout. I needed a consultant to do it. I had one 4 days later but only due to it being over a weekend that i couldn't go to hospital.
Here you have to be +5 to get a sweep. I had an appointment with my midwife on +4 and the only reason she agreed to a sweep is because by that time I was crippled with pelvic pain and needed crutches just to get round the house.
there is no harm in asking... my consultant tried at 40+2 but couldnt manage one as cervix was closed... so i asked the mw at the appointment i made (got told i didnt need to see them anymore until induction by dr) at 41+1 Whats the worst that can happen? they say no!
