My dog refuses to use the cat flap.......HELP

my pup just wont do it. i have had it taped open since we got her but now with the weather getting colder, i need to close it but she just wont go through it.(never had any probs with my chuhuahua).
Ive tried ham, walkies, even shoving her through and hoping for the best and nothing!!!!!!!!
Any suggestions?

We use a dog flap for our dog - have done since he was 11 weeks old (he's now 3 years old). Took us a few attempts, but the best way we found was me on one side with tasty treat and hubby on other side with tasty treat (you could try a nice bit of smelly cheese). He went straight through on day 1 and has used it by himself ever since.

my dog will go out.. but can't get back in... there is a step down ... so he has to jump up to get in the dog flap... we did build a false step to help him.. but he gave up on that after he ran into it on a dark nite...... he just sits outside and knocks the flap with his paw so we know he wants to come in
