Have you had his feet measured? It could be worth popping into clarks to get them measured and youll know what size to get My LO was a 2.5 by about 11 months but she has pretty tiny feet.
Even if his feet are smaller than 2.5 it would be worth waiting to by them and get them in a 2.5 for christmas or something because within the next month or so his feet will more than likely be big enough.
