Help needed with adjusting size of scan pic

I've scanned my scan photo but can't work out how to resize it lol. I've tried to resize it in windows viewer and paint on my computer and also with photobucket/fotoflexer but still no luck.

Anyone on here clever enough to help me out as would love to post my pic on here and Facebook. Can email my pic to you to make things easier!
