Friend can't register

Hello there,
a friend of mine wants to sign up, but keeps getting error messages concerning conflicting IP addresses or something (she said something about her IP address being associated with spam or something?). She also asked me to try it for her and another friend, but we all get this message when trying to register her even though we are all trying from different IP addresses. Her friend even tried to sign up with his own data to see if maybe she had just tried to often, but that didn't work either. Does anyone know what this could be about and how it can be fixed?

Was the same for me.
I been trying to register for a couple of months and getting the same all the time.

I sent a message, but nobody answer and today I don't know how, I tried again and here I am!
