I believe its 34 or 36 weeks; after 28 weeks you need a doctors letter stating that you are fit to fly and not about to go into labour! I flew long haul from Australia when I was 25 weeks, it was more comfortable than I imagined and I weirdly had three gynaecologists sitting around me who were going from Malaysia to Spain on a conference - the one sat next to me had almost missed his flight as he had just delivered a baby so I felt reassured - until he piled into the wine, beer, whiskey and everything else on offer!
It depends on the airline. I was looking into this as my brother is getting married next year in Canada. There was two airline I was looking at, one would let me fly right up to 39 weeks with a doctor's note, the other was not over 35 weeks.
