How about u both go as Minnie Mouse? U should be able to get a Minnie Mouse baby gro/outfit for lo then add a black nose and whiskers?

Most fancy dress starts at 2yo and I had to dress Will a few weekends back so put him in his Mickey Mouse outfit...
