Baby not settling at nursery

My little one is nearly nine months old, she will be starting nursery in September, she will be 11 months old by then. We have only had two play and stay settling sessions at the nursery, she cried for the whole hour each time. It's not as if she cries because we left her, we stay with her for the session. I just think because it's a strange environment for her, when we take her out and about in the pram she is fine and never cries. I also take her to a baby sensation course every week so she is used to being with other babies etc. I don't know what to do to make her feel more settled, any ideas? X
