Tech help- wrong place but only place!

Help! Trying to add an avi to my profile but it keeps saying I'm restricted. Try to contact admin but I'm restricted, tried to ask for help on the tech support thread but, yep I'm restricted! Someone please help??????

I think you need 100 posts or something before you get a picture? Not 100% certain of that though

Nope, still nothing! Keep getting told o don't have access or admin have not activated my acc, can't contact any mods as I get that message up again. I've given up now
