Sam has days where he whines non stop and nothing can quieten him. But then again he also screams in temper when he wants to do something but can't quite manage it

you have my sympathy,Seren used to do this. I found just getting out helped, pop him in his sling or buggy and go for a wlak.It might not stop the crying but it doesn't echo so much
