how many teeth makes up a full set?

Alice has 12 at the moment. she has gaps for 4 more ( 2 of which are pushing through at the moment). should she have any more at the back? im not sure if there is enough space!!!!

20 is a full set - 10 on top, 10 on bottom. But it can take until they're 2/3 I think till they're all through!
