Can anyone identify this music?

I've had this tune in my head for about 2 years and I've never been able to place it. Then I heard it on Soccer AM a few months ago, but I still can't think what it's originally from!

I'm pretty sure it's an old TV program - probably mid/late 70s or early 80s? I've got a feeling too that it was a kids program, but can't say for certain.

Can anyone help? My OH found me a link here - God knows why people upload Soccer AM clips but there you go .....
