I'd have thought if you go via your GP you can arrange something to help with it. As to if there are charges, I'd think it would depend.
As for it working, if the person who is needing/seeking help really wants it to, then I'd think it can. But they have to want to do it and help themselves. Otherwise its pretty pointless. I know one person who has had counselling for his temper and is much improved. But he also turned out to have other problems that were not being addressed and once they were discovered it also helped him.
iv had a course of anger management was few years ago though and i went through my GP and though he would send me to see a councellor which he did as well but it helped me but i didnt pay anything but like i say this was a while ago and things prob have changed,
