Seperation custody and leaving the country

Hia all my mate is seperating with her daughters dad and she wants to know when both have parental rights if she can get full custody and go back to holland without getting in trouble or how to get permission from the courts. Anyone?

It depends; how old are they? Did they live together? Is he on the birth certificate? Does she just want to visit or go back and live?

She is Dutch they don't live together and he is on the birth certificate they share the custody atm x
