Pipes frozen

Have no water or use of water for the toliet my windows have ice on them 2 of my raditors are broke and the council not coming out unless the pipes burst

Helpful eh!! My mums door handle on the front door had frozen yesterday, on the inside!! And when my dad finally managed to get home from my house, his jacket froze to the bus window!!
I really would like it to warm up, even just a bit. No suggestions, I feel your pain!! x
