High HCG Levels

So I had my mirena IUD taken out in June, and I haven't got a period. Last weekend, we got 3 confirmed pregnancy tests. Last night, I had a weird pain to the right of my belly button. The weeks before and after I have felt breast tenderness, nausea, and a sore belly. So last night we went to the ER to figure out what the pain was, and the gestational sac is attached to the top of my uterus and hasn't start to develop the baby yet. Turns out my HCG levels are very high: 14,000. We think we're 2-3 weeks pregnant. Does that sound normal? And has anyone had that high of levels that early? My first pregnancy was just fine, and I'm freaking about this one.

The ER doc is having me go tomorrow to get my levels checked again.
